according to this website, bullying is when someone keeps doing or saying things to power over another person. For instance, saying or writing nasty thing about them, leaving them out of activities, ignoring, threatening. But any website says that dividing line between bullying and joking is ambiguous. Sometimes kids torment others because they may think their behavior is normal and it's the same thing as everyone regularly gets angry, shout. Or they may think they are just joking, but I think if the person felt uncomfortable and suffered from the interaction(though bullies think it's just joke or fun), it's bullying.
