Q9Do outlookers have also responsivility of bullying?

It is described students involved or witnessing a bullying situation as having roles in the Bullying Circle. A: students who bully B: followers or henchmen(positive toward the bullying and take an active part, but don't play a lead role) C: supporters or passive bullies(actively and openly support the bulling by laughter or calling attention to the situation, but they don't join in) D: passive supporters or possible bullies(they like the bullying but do not show out the sign of support) E: disengaged out lookers( dislike the bullying and think they should help but do nothing) F: defenders(they dislike the bullying and help or try to help). I think most people could be F, but they also have the responsibility? according to the website, doing nothing means they give permission to continue it. I think typically they worry that they will make the situation worse or risk becoming the next victim. But they will have regal responsibility to stop the bullying because it is considered bullies and out lookers are both equally to blame if the bullying leaded to suicide.
